I think JISC should approach that nice Mr Elon Musk and see if they could get a lift on one of his future Mars colony ships. As he’s aiming to sling 100t at a time to Mars with his BFR rocket plans, a couple of small flash memory devices should fit in fine, even with some shielding against some of the lower energy particles. Might still need to pack three copies so that single bit failures can be spotted and corrected though.
